Perhaps have a look through the WP plugins repository. There is bound to be something in there which can do that, then you would just need to modify the chunks of text rather than reprogram the plugin. I want something like a hello dolly plugin, only where it actually appears on your website, rather than in the administration part of the site.  for example in your site where it says "WordPress plugins, themes, tips and hacks" it would randomly display a line.  I don't care if it's a random line from hello dolly, or from anything, I know how to edit the lines, but I don't know how to change the plugin so it makes the line appear on the website for all users.
